The City Council of Portland approved a substitute resolution this morning requiring police officers to pass an actual physical fitness test to qualify for a health premium. The Oregonian reported last month that nearly all Portland Police Bureau officers received an annual pay premium for undergoing a brief medical screening rather than passing an obstacle course.
